++ TWO NEW 1997 HAWAI'I ECONOMIC CENSUS REPORTS AVAILABLE
In December 1999, two new 1997 Economic Census reports, one on Hawai'i
utilities and another on the Hawai'i wholesale trade, were recently
released by the U.S. Census Bureau. Among other things, these
economic reports describe the number of establishments, annual sales,
and annual payroll. The Census Bureau uses the new North American
Industry Classification System (NAICS) to divide the economy into
industry sectors, similar to the previous Standard Industrial
Classification system. The recently released reports on utilities in
Hawai'i is available for download at

wholesale trade in Hawai'i is at
<http://www.census.gov/prod/ec97/97w42-hi.pdf>. Additionally, these
reports have been previously released: retail trade, information
trade, real estate and rental leasing, professional, scientific, and
technical services, administrative and support and waste management
and remediation services, educational services, health care and
social assistance, arts, entertainment, and recreation, accommodation
and food services, and other services (excluding public
administration). All these reports are available for download at

1997 Economic Census are no longer being distributed by the U.S.

IRS, HAWAI'I TAX DEPARTMENT DEBUT MOBILE TAX HELP
The Internal Revenue Service and the Hawai'i Department of Taxation
are taking their show on the road with the debut of their new Mobile
Tax Assistance program. The program will bring FREE walk-in office
services to customers throughout the state. The first stop is Kaua'i,
followed by stops that include Moloka'i, Lana'i, Kona, Waipahu,
Kaua'i, and Waianae. Taxpayers will be able to pick up tax forms and
publications, get answers to tax law questions, and receive help
resolving payment problems. Preparation of basic federal and state
tax returns will also be available. Persons wishing assistance are
advised to call (808)539-1543 to make an appointment. Although an
appointment is not necessary, it ensures that appropriate staff is

Agriculture Hawai'i, a quarterly magazine serving the agriculture

CAYETANO PROPOSES HIGH-TECH VENTURE CAPITAL FUND
In Governor Cayetano's recent State of the State address, he proposed
the creation of a $50 million state venture capital fund called the
Hawai'i Technology Fund. The Fund would be funded by "proceeds from
the state's Digital Island holdings and an investment from the
employee's Retirement System". He suggested that the fund be
leveraged with the U.S. Small Business Administration to create a

------- COMPETITIVE INTELLIGENCE FOR SMALL BUSINESS
How can a small company take advantage of competitive intelligence,
particularly companies with limited financial resources? Or rephrased,
should small businesses know what their competition is doing, and
where their market is going? The answer is yes and here's how: 1)
look at trade publications and at the presentations being made within
trade organizations; 2) look at newspapers and magazines for stories
relating to the field, and to people and companies involved in the
field; 3) look on the internet for anything relating to the field or
people and companies involved in it; and 4) talk to people involved
in the field, or businesses related to the field. (Business Security

NEW TAX LAW ON BUSINESS SALES HURTS
Under a new tax law, some business owners must pay taxes on money
they have not received when they sell their companies and accept some
of the purchase price in installments. The law requires taxes on the
proceeds from the sale of a business must in many cases be paid all
at once, even if the proceeds are to be received in installments over
several years. According to VR Business Brokers, a Florida firm with
data on small business deals going back to 1979, says that about
260,000 businesses a year are likely to be affected. Businesses with
less than $50 million in annual revenues tend to rely on installment
arrangements because buyers typically cannot get full financing.
Large businesses rarely use installments since they can usually get
financing and often use stock-sale transactions. The effect of the law
is that sellers have to reduce the price of their business and buyers
have to come up with more cash. (Wall Street Journal, 26 January 2000)
VENTURE CAPITALIST MYTHS
According to Business Start-Ups magazine, the following are common
myths that entrepreneurs hold regarding venture capitalists. Venture
capitalists: want to take control of "my" company; load their deals
with unfair terms; are only interested in numbers; have unrealistic
performance expectations; harp on "exit strategy"; give a lower
valuation than a private placement; will not invest in small deals;
are too quick to pull the plug; do not like signing nondisclosure
agreements; and are impossible to get on the phone. Here are some
"don't" for entrepreneurs when approaching venture capitalists: don't
expect a response; don't dodge questions; don't give vague answers;
don't hide significant problems; don't expect immediate decisions;
don't fixate on pricing; don't embellish facts or projections; and
don't bring your lawyer. (Business Start-Ups, February 2000) SMALL
BUSINESS & INTERNATIONAL TRADE REPORT RELEASED
The U.S. Small Business Administration's Office of International Trade
recently released a report entitled "America's Small Businesses and
International Trade: A Report". The report finds that the number of
small businesses that export has tripled over the last decade. 97% of
U.S. companies that export are small businesses and account for 31%
of total merchandise export sales. The value of these exports
increased by 300% between 1992 and 1997. Technology and globalization
are the major factors fueling this dramatic growth in the number of
small businesses engaged in international trade. The fastest growth
has been among very small businesses-those with fewer than 20
employees. Small businesses have provided virtually all of the nearly
20 million net new jobs added to the economy since 1992. The top ten
markets for U.S. small business exporters are Canada, the United
Kingdom, Japan, Mexico, Germany, Australia, Hong Kong, France, Taiwan
and Singapore. The top ten fastest growing markets for U.S. small
business exporters are Brazil, Malaysia, China, Philippines, Canada,
Thailand, Israel, Argentina, the United Kingdom and Hong Kong. For
